Clear Lake, IN adopts the Indiana Building Code (modeled off the ICC body of codes). Clear Lake, IN Muni. Code § 150.20.
With regard to enforcement, local jurisdictions including counties, municipalities, and townships must enforce the state building code. IC § 36-7-2-9.

Effective 12/26/2019, the Indiana Residential Code Committee adopted the 2020 Indiana Residential Code.
Existing Buildings
Existing buildings, meaning buildings that were built in accordance to code at the time of
construction, typically merit extra consideration in a current updated code.

The current commercial building code in Indiana is the 2014 Indiana Building Code (based upon the 2012 International Building Code) plus Indiana's amendments. 675 IAC 13-2.6 (pg 4)(effective Dec. 1, 2014).
Existing Buildings
Alterations of buildings built prior to January 21, 1978 (the effective date of the first state rule for energy conservation) need not conform with the new construction standards of 675 IAC 19.
The rehabilitation of an existing building is undertaken under Chapter 34 of the Indiana Building Code, 675 IAC 13.
